Default possible grounding issue or starter issue

Ive been chasing this problem for probably three months now. I just got done "building" my car this part april. all parts used were brand new. 95 sol with turbo b20. battery relocated to the trunk using an edelbrock remote battery kit. rywire ground wire kit. So everything was fine until one day the car wouldnt turn over. and it led me to believe something in the clutch switch had gone bad. So i took the switch out and jumped the wires. installed a new sensor and everything worked as it should. then shortly after it would have a no crank condition. Everything else comes on, gauges, lights, fuel pump. but it wont crank over. I can hear the solenoid activating in the starter but the starter itself doesnt turn. Sometimes i put the car into first and rock it back and forth and after a few attempts the car will turn over and fire up. I have a valve cover ground, transmission ground, and a ground on the starter itself. As well as the thermostat ground for some of the wiring. battery, alternator, starter, wring all of it was new in april and has maybe only 1000 miles on it all. All ground are to the frame. Could it still be a starter issue? I tok the starter apart and the brushes and windings and all looked god and clean. Im thinking it could only really be a ground issue. or starter issue any help or input is appreciated.

TL:DR-starter wont crank, solenoid engages, possible bad ground? or bad starter?

Have someone crank the car inside, you outside with a dmm and measure voltage at the start post thats getting power from the battery.

I will check that today. I know a dmm is pretty much required for that but i know if ive had interior lights on, or the headlights ive noticed they dont dim if i try and start it, but if its one of the random times that the starter does turn then the lights dim.
