Default Idle surge problem

My 1992 acura Integra with a b18b1 has a idle problem. When I turn the car on it runs smooth at 1,000 rpms and after about 20 seconds it starts idling in between 900-1600rpms. This happens every now and then but other than the times it’s smooth, every other startup is a surging idle. I have checked almost everything and cleaned it all but it still continues to do it only when idling. Does anyone know what else it could be?

Its the FITV on the TB not IACV there is a write up on how to adjust the spring that comes undone or something inside the fitv

My TB does not have one, I’m stuck on trying to figure out what it even is. Here are some pictures

The Japanese writing on it I can’t identify

That is the first firewall mounted map TB ive seen that doesn’t have a FITV. Is that the original motor?

Its going to be on the back of the intake manifold, in fact the coolant hose attaches to the port on the bottom of the throttle body and goes to the IACV port so you should be able to find it that way if anything but you cant miss it! google what the IACV looks like , remove it and clean it with brake cleaner let it dry and put it back in.

I cleaned it but it hasn’t changed a bit, it’s got a b20 head with a b18 intake manifold now and still the same surge

see what happens if you unplug the IACV while its surging.
