Probably reasonable if everything is in order and it has a fresh timing belt and is not leaking oil.

Not uncommon for original owners to not keep any history. If it is as clean as it looks, pay for an inspection and if checks out the pay the man the money if you really want it. Not many 1 owner, clean title stock SH preludes floating around there with low km.

that just means he have to start newing everything if he buys it - clutch, timing things, spark things, new filters, new fluids and so on.... so take that in mind

without maintenance history you can easily offer 1000 less what the guy is asking

do leak and compression test first and check whole body for rust and does engine is dry from oil (probably have to see the car also from below)

You are literally describing a pre-purchase vehicle inspection. Which is what I suggested. Just because someone doesn't have paperwork does not mean work has not been completed and does not mean everything suddenly needs to be replaced. If someone doesn't have paperwork, inspect the vehicle at a shop if you aren't confident in what you are looking at.

it kinda does - otherwise you cannot know for sure and you have to do it

shops will tell you this also because they are not sure either
