Default 1992 Civic VX no crank no start

The lights and radio turn on and i don't get a click when I turn to start the engine so I'm assuming the battery is fine. I'm guessing it has something to do with the starter or fuse? I have multimeter so i can do some tests but I've never used it before.
Also what brakepads should I get? I heard carbon ceramics are good. price isn't a big deal

How do you assume the battery is fine if you only hear a click and not the motor cranking?

Edited my post. I no longer hear a click. I'm assuming the battery is fine because I can turn my lights and amplified radio on

You should not assume anything when diagnosing.

To rule the battery out you should load test it. The load testers are really cheap and give you an accurate idea of the battery health. Running lights and a radio doesn't indicate good battery health. The car starter needs a lot more cold cranking amps then those items you use to assume the battery is "good".

If the battery tests out good, then you can move onto the next step(s).

also I forgot to mention the battery is only a few months old and I've never drained it by leaving the lights on. But I will test it

The description of the problem is lacking
What kind of no start is this?
Is it ..
A no crank, no start?
Or, A crank no start?
Each deals with a different part or system

Assuming it is a no crank, no start ...
Turning on lights and radio indicate the battery has some power.
Try using the multi-meter. Negative lead on negative battery post (not cable or terminals)
Positive lead on positive battery post. Measure the voltage.
Should be around 12.5 volts
Now, move positive lead to terminal or cable
Measure voltage. Should be the same. If not then corrosion is presenting high resistance.
Clean battery posts and cable terminals.
Now repeat procedure while having someone help turn key to crank engine
Take voltage readings.

Engine bay fuse box
Locate the starter relay
Swap relay with another similar to it (horn relay??)
Try to start engine

The process goes on from there
Lets see what you got?

Note: With the lights on, try cranking engine.
Do the lights dim??
