Default No power to IAT sensor.

I have a 2002 honda civic 1.7l and I've tried everything from getting a new ECU to tracing wires to see about being grounded out and I can't for the life of me figure out why there is no power going to my IAT sensor. Any ideas?

The power comes from the ECU... that would be the red/yellow wire. The green/black wire is a ground... a shared control ground.
