transmission shifts fine while not on but while car is running won't shift?

2001 Honda Accord has issue with transmission shift while car is running. while the car is not running no problem shifting gears? is there an electrical issue with the Manual for this year?

check your slave cylinder. have someone press the pedal while you look at the slave cylinder. if its not moving, replace it.

first check the fluid level, the master cylinder might be leaking and need replacing
