Default Fuel meter shows full

I got a 96 Civic Dx and i changed the cluster to one that shows the rpms. The fuel always show its full when it wouldnt be. It doesnt move at all. Can anyone help me get it to read the right level of gas and get it to move?

Few different things can cause this. Sending unit in the tank, the cluster itself, or the wiring are all possibilities.

You can try using high proof rubbing alcohol to clean the contact points/copper connections on the back of the cluster to see if that helps anything. Sending unit can be tested with a voltometer, costs like $15->$20 to replace I think. The little rubber stopper can sometimes get "stuck" in a certain position too depending on what the situation is in the tank, and if there's an aftermarket fuel filter in there that's getting in the way. That's unlikely for you though if it's at 100% full.

Checking the signal at the sending unit would be the best way to determine quickly and correctly.

Okay I can try that I do remember when I tired to lower it by hand it will always go back up to full. But I'll rub the points with rubbing alcohol.
