Default CR-V IAC valve problem

2003 CR-V, 2.4 itec, automatic.
Recently I've been having a problem with the idle fluctuating. After reading posts in this forum I decided to start with cleaning the IAC valve. On my particular car it is located on the bottom of the throttle body. After removing the throttle body and the IAC I did a series of cleanings with carb cleaner and blowing it out.

I have no experience with IAC valves and have no idea if they are the same on different years and models so let me describe mine. It has three internal chambers. Chamber A has a hose fitting and aligns with a passage in the throttle body that aligns with a passage in the intake manifold. Chamber B is the valve and aligns with a passage in the throttle body before the butterfly. Chamber C aligns with a chamber in the throttle body that appears to go nowhere. This chamber has a hose fitting on the outside of the throttle body. From what I’ve read I believe that chamber A and C are for coolant.

After cleaning the valve and reinstalling it, I poured some water through the hose fitting in chamber C. The water immediately came out the passage in the throttle body filling it with water. I took the IAC back off and poured water into chamber C and it ran directly into chamber B. After closer inspection I found that chamber C and B are connected internally close to the valve rod.

Nothing separates the two chambers.I’m thinking that water free flowing into the throttle body is a bad thing. Is it safe to say the IAC is bad or am I missing something?

Once I get and answer I’m sure I’ll have more questions so thanks ahead of time.
Any and all input is appreciated.
