1998 Honda accord wont start do I need a starter?

Maybe, but there are more items to the system to check.

Find a Haynes or Chilton manual at your local auto parts store for more info

I would first check the battery with a multimeter, should read 12.6 with the car off. You can also check by checking to see if your headlights are bright and your wipers work as they should. Next I would confirm that the starter is getting power. You will want to check the cable from the battery to the starter. Positive on the terminal on the starter and negative on battery ground. You will also want to check the other cable on the starter- cable with the spade wire. I wouldn't buy a starter on a hunch. They are not cheap

you could inspect the starter solenoid contacts for wear.
rebuild kit is cheap:
