Interior lights stopped working after pulling headliner
1999 Civic SiR.
I pulled out the headliner to replace it because it had water damage. I properly removed the dome and other wires through the holes and didn't just yank on the headliner with stuff still attached. The cables and connectors are fine.
Also, I saw that there's a folded wire in the driver-side upper doorway plastic panel (don't know it's proper term) that doesn't connect to anything. I'm guessing that it's for a ground, or is an antenna.
I tried putting new lights in, though the lights still don't work.
One other electrical oddity that I noticed around the same time, is that the first setting on the windshield wiper level is not working - but the 2nd and 3rd setting are. I don't know if this is related.
So, I don't know the issue, but as a guess, I wonder whether static shock from my hand while removing the light assemblies could have done some damage to something to the system.
Anyone have an idea what I should be looking at?

One of the wires is live all the time. If it touched ground without disconnecting the battery, likely the fuse blew. I'm pretty sure it is the "BACK UP" fuse in the box under the hood near the battery.
That fuse may also have something to do with the multifunction "Multiplex Control Unit" which controls the dome light and the intermittent setting of the wipers.
