Rust on my rotors....normal?

Rust on my rotors....normal?
I've had my car parked for 2 days in the rain and heavy humidity/fog. I just went out and noticed rust ALL over the braking surface! (I burned it off with a drive down a long straight road.)
Is it a normal occurance or did Midas screw up my rotors when they resurfaced them?
