Check ICM, a problem with the tach points to an ICM, [igniter] problem, [along with the performance problem]. 94

Pull it and test it, but first, [because it is intermittent check connections to the ICM, unplug terminals clean "crimp" the terminals a little tighter before you plug them back in

Did the performance problem also go away? 94

Have you checked fuel pressure, is it low?
Replacing parts just because someone tells you to is an expensive way to diagnose a problem, low fuel pressure is more likely to effect engine performance at high RPMs not low, [idle] RPMs.
A permanently mounted FPG is not expensive and a very good diagnostic tool for quick reference at any time you have a problem, I have a B&M permanently mounted at my fuel filter.
