Default Cars running rich and little weird.

So I have a 1991 DA integra with a JDM b16a at around 90k. First off I'll say it has I/H/E itr intake manifold, possibly gsr cams(previous owner said he thought so but not sure), and I'm assuming some sort of chip because it doesn't have a Rev limiter.

My car at cold start idles a bit high as expected, but it's very boggy and stuttery. If I hold gas down slightly it struggles to increase rpms. But if I give it half throttle it's normal besides a little hesitation. When it gets warmed up I don't see this issue anymore but my car smells like it's running rich and at midish rpms it'll back fire and pop a bit. Nothing to crazy but it happens somewhat normally just inconsistent. There not super loud or anything just pops. I also get around 20-25mpg with my LSD b16. Seems a bit low to me. Also I have no Rev limiter, when I first bought the car the owner warned me about it not having one and said he's not sure why. I read it's supposed to be at 8200 rpm but I've neutral reved it around 9 looking for it and never got it.

I'm not sure if maybe the bolt ons cause the rich smell and backfires but I wouldn't think they would. My car seems to pull hard like it should, vtec engages hard and loud. My mid range feels a little weak but it's a b16 in a integra I just expected it to be like that.

So if anyone has any ideas why I don't have a Rev limiter or why my car might be running a little rich I'd love feedback. In the meantime I'll look at ecu and check the usual plugs wires and dizzy. Thanks a lot!

What ECU do you have?
I would open it up and see what "chip" is in it.
I would also check the ECT sensor and it's wiring along with O2 sensor(s). 94

I did look at o2 sensors and one is broken but I always thought they didnt affect obd0 motors much.

I just checked and it's a pr3 so it's the right one. Now I need to see if it's chipped I guess.
