1995 civic issue with rpm gauge

Motor 00 lsv --- never had an issue with the rpm gauge before now.
The car wasn't started up all winter. Had it jumped now the rpm gauge is going crazy. Going pass the 9,000 mark an not comming back.
Checked my distributor an my ground wires , they all look good
Any suggestion. Please see video for more details

Couldn't get the video to upload on here, so i decided to post it to youtube then post it here. Thanks for the advise.

Do the EJ6's have CFK's? I don't recall but check to be sure all wire harnesses near any belts aren't chewed up and placed correctly. Bad tach is most likely the issue here.
