1988 Civic d15b2 Surging Idle Help
While idling my bounces from 1k to 1.5k rpms.
I have a CEL for code 14 which is electric idle control malfunction,
I have:
replaced IACV
replaced intake manifold gasket
cleaned the throttle body
cleaned all of the intake
bled the coolant
checked for leaks
When you first turn the car on it idles high to get warm, then once warm it starts to bounce.
I tried disconnecting the IACV connector and it only made the rpms bounce faster. I also tried blocking off the air holes leading into/out of IACV and it made no difference. I couldn't find where coolant goes into the IACV though so there may not be coolant going to it.
I also noticed that the radiator fans do not come on once the car is warm.
Could this be the thermostat? I'm stumped, idk what to try next. Any help will be appreciated.

well if that's the case, I have a d16y8 head that im gonna put on it once i get all the parts for it so I guess im just gonna have to live with it until then...so annoying though
