how can I set my rev limiter?
I have a 92 civic dx hatch with a turbo d16y7, and the rev limiter is set for 3500 rpm, which gets really annoying. Is there anyway to adjust this? I know that the motor should hit limiter above 6000 rpm
Without knowing any other details about your car, assuming your ECU is modified, and you should go find someone to physically take a look at things.

sounds like either limp mode, the person you got the ecu from screwed you, or in general its not tuned and they dont want you ripping on it.
what ecu is it, what program is it running, and like muckman said, is your check engine light on?

3500 ish sounds like it's in a fail-safe mode.

If you post your location, maybe someone can chime in with personal experience somewhere.
I'm in Chicagoland area myself. Would recommend iLL Garage, or RC Autoworks. Weather or not that helps...

Without knowing anything about who put your build together and whether or not it has even been tuned or the ECU modified. It makes it difficult to give you any real helpful information. Only information I can pass on would be for you to call around to local shops or find local forums that might know of someone who tunes Honda's. Your best bet will be to take this thing to someone who can take a look at it and at least be able to tell you what you have and what it's going to take to get it running properly.
Based on your initial information I would guess that you are running on a stock ECU that is in limp mode or possibly a modified ECU that isn't running a proper tune.
