Default rev limiter blows

I have an ex ecu in my car, the rev. limiter is @ 7200rpm, is chipping the ecu the onlyway to get it boosted up to 8500rpm or @ least 8K

I'm not sure where I saw it, but there is a way you can cut the speed sensor signal in half, so the ecu thinking your going 70mph, as opposed to 140mph, so maybe there's a way to do this with the rpm signal, though it would probably half to be inside the ecu, so you don't mess up your fuel/ignition maps and you also have to make sure you have a map for as high an rpm as you want to go.
