Remove the entire distributor. Carefully break or cut off the rotor.

The rotor edge where it makes contact with the cap needs to point towards the exhaust manifold and the screw will be facing the intake manifold. If it's not there then idk never heard of a rotor not held on by the screw.

I've been told that Honda ditched the screw on rotor in favor of one that's pressed into the shaft. This isn't something I've personally confirmed but it was from someone I trust with Honda stuff...

The Honda rotors always screw on. It sounds like you have an aftermarket distributor. I have a Distributor Kings distributor on my CRX and have the same issue. The rotor has a spring mechanism inside it that locks onto the distributor shaft. Essentially you have to figure out how to release the mechanism or pry the dumb thing off. I've never done this, but I have read about it here:

My distributor died recently and i got a used one its a Richporter distributor and the rotor was old and worn, it was pressed on like the one above, so i took a flat head and a hamer and from the side i put the screw driver in and lightly tapped the bottom of the rotor and it came off, and the hole for the screw is on the shaft so i just put a new after market rotor and used a spare screw i had in my box and its fine.
