I have a 1998 honda accord 2.3 Manual trans. (non Vtec)

Does anyone know if a 2000 honda accord 2.3 Auto Trans Steering column wiring harness will fit mine with no issues?

Previous owner messed with wiring and my turn signals do not work. if i press my hazard switch my instrument cluster lights up, but as soon as i turn on my headlights, the instrument cluster turns off and turn signals do not work regardless. i replaced entire under dash wiring, nothing changed, i replaced turn signal switch, nothing changed, now i am left with the steering column headlight harness.
