Default Headlight problems

I recently bought a 93 integra to find out that the headlights had been rigged at the steering column to work for some reason. I looked under the hood and there is one wire coming out of each side of the wiring harness on either side of the car, meeting up at a hole in the firewall and being run up to the top of the steering column where they are tapped into another wire...so far it's melted too headlight switches. My question is, how do I go about fixing this? Would it be easier to just get a whole new wiring harness?

Do I need to get both a engine and under the dash harness or what?
