Default 1999 Accord 2.3L

Need help my car is surging while driving and the dash and headlights are flickering, already cleaned the EGR passage. Any ideas?

Have you monitored voltage at the battery?
If the charging system is not maintaining a steady voltage it may cause the engine to run rough.

Its at about 13v at the battery.

With the engine off, no accessories on, the battery voltage would be ideal to be 12.4Volts. With the engine running the voltage should be higher, closer to 14 volts but not over 14 as that would indicate over charging.

Check that your battery leads are clean and tight.

12.5v engine off and no accessories on. 13.6v while running. Connections at battery are good.
