Default 92 civic fuel pump not priming

Ok guys. My friend said all of the sudden he wasn't getting fuel. They replaced the pump, main relay abd ecu. Still nothing. It randomly starts. One day the pump will prime and it'll run fine but as soon as you turn it off it wont start again. I tried disconnecting the ecu and let it reset. When you do that it'll start first try but as soon as you shut it off it does it again. So I unplugged the ecu again and waited. Exact same thing happens. Im lost and really need some help. Any ideas fellas? Thanks in advance.

When you turn the key to the On position do you see the check engine light come on? It should come on and then turn off after 2 seconds. This is when the fuel pump primes.

One of the pins are responsible for priming the pump (A7 I believe). This pin should be grounded for 2 seconds when you put the key in the "On" position.

Get a multimeter and check to make sure that you have ground at this pin for two seconds when you put the key in the on position.

Ok so I couldn't get a meter last night but I went over and tried to start it so I could get it to my house to work on it. It started every time. I tried probably 20 times to get it to fail. I drove it around for a half hour and tried again, still primed and started with no problem. My friend said it'll do that then out of nowhere it wont start again for days. Im lost.

Sounds like the ECU is bad. It's very common now for a Civic that is 22 years old.

You can purchase a replacement ECU or, if you Google search, you'll find that the ECU can be repaired.

I was thinking the ecu was bad also. But since this is the 2nd one thats been in the car doing the exact same thing could something be causing the ecu to go bad? He said when they put the new ecu in it was fine for a few days then it went right back to acting up.
