b16a2 idle surging when hot

b16a2 idle surging when hot
Hey guys.
My b16a2 obd1 civic keeps surging from 1000-1500rpm when hot.
I've replaced the iacv and the fitv twice. I even tried to bypass then by disconnecting their coolant lines and putting vacuum caps on the nipples.
I've checked tps - its 0.5v closed and 4.2v at wot.
Timing is correct.
Anyone got any ideas how to fix this?
I'm getting the car mapped soon. Will the tuner be able to fix it when remapping?
