It's been so long since I have deciphered the obd Morse code, haha. But I believe what you're looking at is a code 4-2, which translates open circuited Or high Resistance In Front Passenger's Seat Belt Pretensioner (Explosive Device).

I forgot to tell that my horn doesnt work every time since my SRS lights up (the horn sometimes works, sometimes doesnt).

Clockspring is what I would suspect, that involves removing your steering wheel and airbag...So make sure you're safe about it!!
