CEL Won't Light With Ignition On- 00 Insight

CEL Won't Light With Ignition On- 00 Insight
CEL will light with a hard code but not at startup or ignition on.
I see that there is one lamp for the CEL and one wire to the ECM.
The lamp is #78103-S2A-003 and shared with the S2000.
Before I pop off the IP cluster and look for burnt traces, what has been the fix for this?
