OBD2B to OBD1 questions
Say I have an 99 Civic ex OBD2B and I want to convert to OBD1, would I only need to get an OBD2b to OBD1 jumper? My distributor is obd1, so an OBD2b to obd1 distributor adapter would be necessary. Or now matter how i look at it Im still going to re pin and the ecu plugs? Any help is appreciated!!

Yep, you're on point. You'll need an OBD2B to OBD1 ECU converter, as well as a distributor converter. Alternatively, you could just get an OBD2B distributor that works for your motor. I'm not totally familiar with the H22A4, but if it uses a 3 wire IACV, you'll also need to convert it to a 2 wire, which is relatively simple.
H22a4 has the crank position and TDC located by the crank pulled and not in the distributor. So with that being said everything should jus plug n play? Or because the obd1 distributor has those sensors inside, I'd have to re pin at the ecu connectors?
