Default obd2 to odb1 harness question

Hello, I have a question about a my obd2 to obd1 jumper harness. I got to looking around at it and noticed it has a resistor soldered in between pinout 21 ICM1 and pinout 25 IGP1. For what reason would the previous owner have done this? The car is a 2001 Gsr with obd1 ecu. Here is a Picture

I don't think that's the proper way to do that, but I believe it's to fix a tachometer issue that can happen with OBD2B conversions. I would advise removing that and insulating the wires. It looks like the resistor is charred to hell anyway.

That's the bypass for the immobilizer I think so there should not be a constant check engine light as 2000 to 2001 came with immobilizer

It is definitely for the tach issue sometimes found on OBD2b Integras. You get what you pay for; that looks like crap. Depin it, remove the resistor and shrink those wires up.

the immobilizer on obd2b is inside the ecu.
you shouldn't have any issues as long as you insulate the wires.
