Default 96 Civic misfire issues

Currently have 98 gsr motor in my 96 civic hatchback with stock gsr ecu. I have been misfiring for about 3 months after my rebuild with no success in finding the issue. I’ve done multiple tests and have attempted different ways of finding the cause of my misfires. It would be helpful if someone could give me ideas of what could be causing my problem.
Codes: p0300, p0301, p0302, p0303, p0304, p1399, p0300
Compression Test Results: Cylinders 1(180), 2(185), 3(185), 4(180)
Leakdown Test results- Good. Checked throttle body, radiator cap (no bubbles), exhaust tip, Dip stick/oil fill hole- no leaks found or heard.
• New USDM itr pistons and itr piston rings
• New water pump(new thermostat) and timing belt( new tensioner)
• Valve alignment
• Changed all gaskets within the motor
• Resurfaced head at a shop
• Changed Spark wires, spark plugs, fuel filter, pcv valve
• Changed whole distributor(adjusted timing to gsr spec)
• Checked/changed fuel injectors by swaping working ones
• Cleaned throttle body and changed my iavc

Reset your ECU. Do all of the codes come back?

What plugs and wires did you use?

Test your fuel pressure.

yes, did a complete ecu reset by unplugging the battery.

Plugs and wires are NGK

My fuel pressure gauge reads 42 psi when car is on.

How old are the plugs, wires, cap and rotor?

Have you tested the coil and ICM?
