I have tried the process under the manual usb installation and the hondata s300 ecu is no where to be found under the universal serial bus controllers, or other devices this is the second computer I am attempting this on and the device itself is not showing up on the computers. The computer's were different windows one was an xp and the other was a windows 7. Is it possible that there might be something wrong with the ecu itself that is not letting it be recognized by the computers..... Also the ecu does not come up as a new device detected in the bottom right corner were all usb's connections would show up.

Yes, it is VERY possible something is fried. If you are sure the S300 is fully seated, the cable is good, and you have power to the ECU I would personally send it out for inspection/repair. I am not sure of your abilities but you could always prep another ECU and test the board out as well. There is a tool to test all the solder joints on the male pins that has status LEDs built in.
Something I just thought of too - are you sure it is a legit S300? There are fakes running around. Check out Hondata's website on how to spot a fake.

brand new hondata systems are only allowed to be sold by hondata dealers. anyone can sell a used hondata system though of course.
personally I suggest throwing the cd in the garbage. anytime you need s300 software, download it directly from hondata's website. that'll ensure authentic software, as well as ensure it installs the newest version right off the bat instead of installing a super old version and then patching it with an update which sometimes doesn't install properly.
