No 12v at starter signal wire (I've tested almost everything)
So my friend has a 1999 Civic EX with a B18C swap. He bought it that way and hasn't had problems before one night coming home and the car never starting again. I have checked all fuses and have come to see that there is continuity between the wire that sends signal to the starter to start and fuse #31 inside the car under the driver panel. Where I believe the issue lies is that I am not reading 12v from whatever that fuse comes from, to the wire at the starter.
The key cylinder reads 12v at the black/white wire so I have ruled that out. Fuse #25, if I remember the number correctly, gets 12v both sides. I see there is no ground wire from the starter to the chassis and assume that it grounds at the engine. Both 80 amp and 40 amp fuses are fine under the hood as well as #44 which is a 15 amp fuse in the corner of the fuse box under the hood.
I believed I had solved it when I tried swapping a huge relay behind the glove box called PGM-FI or something along the like. No dice. Starter was tested at Autozone without a hitch as well.
I feel there should be 12v flowing through fuse #31 under the dash but there isn't. The fuse is perfectly fine and checks out with continuity. Whatever is supposed to send 12v through that fuse to the starter signal wire is what I need to find and change. What am I looking for guys?+

What's the easiest way to test that switch? The clutch rests on it, and when it's pushed down it comes out of the switch. I assumed it was good.
There are two switches, upper and lower, on the clutch pedal. You're interested in the upper one. Check its rubber stopper. Is it missing?
I did not see a second one last night when I was in the car. I'll check for the stopper later when I get in the car again, but when the pedal was resting, it fully was sitting on the switch.

Ah B was the one I saw. So A might not be getting pressed when it's supposed to be because of a rubber stopper. If this is it, I'll be loling because my Nissan is the same way and he has been sharing his wife's CRV for near a month already
So it was the higher switch! The switch was the first thing I checked but I had no idea there was the higher one and overlooked it. Thank you so much for the help, you guys rock. Maybe I should get a CB7 to really join the community lol
