Can you cut off a t3 flange and weld on a t4?

Now, I know technically you can easily cut off a t3 flange and weld on a t4, but can you do it and it be just as strong as the previous flange? I would hate to do this and the turbo just fall off or something. Would it be better just to sell a manifold and buy a new one?
What material is the manifold? Reason i ask is my cast manfoldhas a plate welded on. Its only been 1000 miles but no signs of leaks/falling off.

Youll be alright
After having the plate welded on. Check the surface for trueness with a straight edge.
You dont want it warped.
