Default 1997 civic stuck in limp mode, any similars?

Done tons of troubleshooting and followed a few flow charts from service manuals and I'm still stuck in limp mode with mil#4 for ckp no signal. Any relations to other things that may be leaving me in limp mode. Running obd1 conversion and now have an obd1 dizzy as well. I need help baddddd

use a multimeter and measure the voltage at the tps sensor, with the throttle closed and wide open, they see if it's within spec to see if it's properly adjusted

Will do tomorrow but if that was the case wouldn't it set off a code6 for tps or can it set off code4.? I unplugged it today, it seemed to jerk whe in unplugged but continued to idle and run the same in limp mode. This code 4 is really stumping me.

It shows 9% @ 0 throttle and 90% @ wot. But that was watching live data on torque app I have and obd2 scan tool. Looks like its actually working well as I played around wih it a little. But when I hook up my voltmeter I get .67 v dc Innthe middle of the three wires, shouldn't thre be 5 volts there.
