turn the key to the on position, make sure dash lights light up, grab a wire, jump the starter power wire and the signal wire, if it cranks, then there a dangerous open in the power wire or the signal wire or your ignition switch is bad.

I forgot this at first ha, but is your batterey even good?
if you say your starter is good, then the starter should turn over.
(wire held on by 10mm nut should be jumped with another wire to the female/male connection on the starter)
how do you know your starter is good?
do you have anyone around you that has a similar ecu to yours that can let you use it real quick to see if that fixes anything?
check ALL fuses.
like triple check, ive over looked fuses swearing I checked them and ive ended up with an extra ecu and a ton of work from just over looking a fuse.

the battery on and off.i keep charging the whole night then the following morning i put it back but the couple hours the battery is dead?
regarding the starter 100percent is good i buy a new one a couple weeks.
all fuses is good i double check all of them from the under dash to the engine compartment. My ECU probably is good when i turn on the key just one time blinking only.
the problem is,if im turn the key on...the HAZARD LIGHT continue LIGHT ON...?

check your main relay, sometimes those are to blame when crazy stuff goes on,
how many volts does your battery have when you hook it up to the car?
re check the fuse under your hood for the battery.
does anything else work on the car? or just the hazard lights only
