96 Civic Throttle issues

Hi,
I was wondering if anyone had this sort of problem before with their 96-2000 civic.
While driving on the highway I had a problem with the accelerator. When I took my foot off gas pedal to break the engine was still revving at 3,000 rpm approx (regrettably I'm guessing as I was sort of freaking out and had my attention divided between that and driving). Even after touching the brake the tachometer was still stuck at 3,000 rpm. It felt as if I was fighting the engine for a moment. This went out for a good 3-5 minutes (I couldn't stop because there was no shoulder and so I had to wait to get to an exit). Thankfully, I was able to stop and park the car. When I immediately got off the exit I turned off the ignition and restarted the car. The idle seemed fine.
I took the car to two mechanics and did a test drive with the car. They were unable to reproduce the problem. The first mechanic said that it might be the throttle cable. I asked him if it could be the IAC valve as I did have a problem with that last year and had to get it replace. But he couldn't give me a straight answer. I did check to make sure that my floor mat wasn't touching the gas pedal, so I don't think it had anything to do with the problem.
I really want to keep the car and would like to get the problem fixed, but the messed up part is that I can't figure what's wrong.
I'm afraid I may just have to bite the bullet here and take it to the Honda Service Center.
Any advice would be appreciated.
