Default 95 Civic EX - CEL takes 5 second to 10 minutes to go out

Hi,
Have a 95 Honda civic EX. Check engine light comes on and stays on when I try to start it. Cranks but does not start. It may take 5 second to 10 minutes for the check engine light to go out. Then I hear the fuel pump turn on and the car starts up. It is worse when it is damp outside. Any suggestions?
Thanks

Does the CEL flash when you put the key into ACC before you crank it?

How To Pull CEL, D4, SRS, and ABS Codes (with Code Lists)

This is the same thing that has happened to me but mine takes 10-20 minutes before going off... Here are some things that people told me could be causing this issue... leaking capacitors in the ECU try swaping with a good one... This has fixed the issue for some people... Check the main relay.

The cel does not flash when key in acc. The code comes up as main relay but I have replaced it with new one. no change. I will try your suggestions. BTW, how much does an ecu cost?

Check, clean and tighten your thermostat ground if you haven't.

This is a growing problem for 5th generation Civics. Those ECUs are showing their age. You can verify a bad ECU by doing an A7/A8 ground test and a K-Test.

I notice that the negative side of the battery is connected to the passenger shock tower. Is this normal? If i decide to move it where would the best place to connect it? The engine? Or some other place?
Thanks
