I have No Codes. Engine starts up and Drives fine Until I try to Rev beyond 4000 rpm. I am at a loss here. What
Circuits can Cause this issue. What All can cause this issue? Speed sender, TPS, dizzy? I have replaced the all to No avail. I even replaced the P28 ECU. and this thing STILL does the same thing. Huh.... damn...

Yes. Mil light works

So if you turn the key to on and wait 10 seconds the CEL doesn't turn off? Not until you start the car?

Yes.. sometimes it goes off after a couple seconds. Other times not until I crank the car

Jump the service connector to check for codes.

I have done that..... many times. Nothing comes up. No codes. nothing at all

Blue 2 wire connector passenger side next to the ECU. .

The next time the CEL stays on, leave the key in ON(II) (don't turn key off or crank) and then jump the service connector to pull the code(s).

Just checked it. Cel light is working fine. 3 seconds and turns off. I tryed a dozen times. 3 seconds and Cel turns off. I started the car and test drove it. Same as always won't Rev past 4000 rpm..

Am I understanding correctly that you replaced the distributor? If so with a parts store replacement?

The dizzy that's on the car now came off another Civic that ran great. Tester..

Ran great meaning accelerated past 4k without problem? Only reason I ask is I've only personally seen hondas not rev all the way to redline for two reasons; limp mode and faulty distributor (coil/icm). I've witnessed aftermarket distributors create an "ignition cut" condition on multiple friends cars, always with poor quality aftermarket distributors. I personally never tested the coil or icm to see which was failing and causing the condition, they just exchanged them under warranty for replacements.

I would suggest OEM, whether used or new. Aftermarket ignition parts are such shitty quality.

I keep spare coils and icms from used OEM distributors on hand. I hit junkyards and if I find OEM ignition parts I get them. The coils and ICMs aren't insanely expensive new from the dealership either. You wouldn't need the whole distributor.

At first glance, this^ would seem to rule out a bad distributor. However, did the distributor come from a 92-95 Civic EX? What was the donor car/engine?

I believe this would be a distributor issue that is limiting you from revving past 4k, just bcause I've seen and read this happening before.
