Icon3 99 civic si running rich

hello,
My civic is getting some crazy 10mpg. Its running far too rich and isnt even showing a check engine light. It loves to lag when I try to acclerate. It idles pretty low and occasionally stalls out. I've recently fixed some spit 02 wires with solder and installed the spark plug non-foulers to the rear o2 sensor to compensate for no cat. I haven't had a cat and I was getting better mpg without the non-foulers. New plugs, wires, cap rotor, tps and everything...

Soot on the back bumper?
Check mechanical and ignition timing?

There's soot everywhere. In exhaust, on spark plugs. I'll check the timing soon.

Could be a screwed anti-knock sensor?
If i'm not mistaken it will increase the amount of fuel coming in to prevent detonation. Or is that the newer technology and these are timing?
Also check the timing.
What about your injectors.

The light works because i've gotten the code checked before for a bad TPS. A buddy did the pulse test, told me i was good. How can I check that for myself?

Also, does anyone have specs for the fuel pump and other things i could test with a multimeter?

If you truly think its running too rich you need to check your fuel pressure at the least with a gauge. Have you checked your plugs to see if one or all are fouled? Does your enginehave a thermostat? I would still hook up a scanner to see if you have any pending codes?
