Default b16 swap vacuum problem pls help

Just finished a B16A swap into my 89 ef . I got the car to turn on and it idles fine drives fine but when I give it a little gas it has what sounds like a rev limiter like at 1200 rpms. But I can easily rev past that and drive it normal just gets alittle annoying getting out of first because it does that rev limit thing and make the car bog.

Ill post a video of how it sounds.

Also its running with the fpr vacuum off cause if l connect it the car will shut off.
I have a check engine for iacv I just replaced it with a known good one. Still have the cel.

is your car a si model? if the car shuts off with the line connected you need to check fuel pressure and you might wanna try a different ecu and see if the code 14 goes away

IACV wont do that! could be the dizzy i had a problem like that on my ef hatch once with a d15 it ended up being the camshaft sensor located inside the dizzy. you can get any other dizzy and just change the internals. not saying thats the problem but it was for me.

From what you've posted, it sounds like the wiring. There are a couple plugs that look the same as the IACV, same wire colors, you might have them switched. I think the knock sensor is one? You need to fix the CEL and connect the vacuum before it will run right.
