You'll need to dremel a flat slot in it for a flathead. Only way I know of. It was never intended to be removed. When you buy a TB from Honda it always comes with the TPS attached.
It looks to me like a rivet. possibly do to threads are damaged. I would grind the head down to the Center of being careful not to damage sensor across the center as wide as the bolt. it can now be pulled off and there will be like a stud there. if its not threaded then it is a rivet and would need to be drilled out. try and use a drill bit smaller to make very thin walls as the remainder of the rivit use a pick tool to break the thin walls out. Please use center tap if drill is needed to prevent drill bit from walking and causing damage. if by chance you don't understand this YouTube how to drill a hole in a metal pipe and see. its kinda like pre drilling a hole to help insure the bit dont move
I'm speaking from experience, not what it looks like. Just dremel slot it and unscrew it. Bam, done.

yep those rivets are oem and as long as theres nothing wrong with the tps and its calibration is good there is no reason to touch it. honda did that from the factory to save people the headache of calibrating them
