Default Civic stuck in garage (Parking Break)

1999 Honda Civic Se CDM
The weather is getting bad again outside here in Canada, so I decided to park the civic indoors to spare it the harsh weather conditions.

I pulled it in , engaged the handbrake, slipped it into park, and left it alone for a week.

Yesterday, I was trying to drive it. I opened the garage, and put it into reverse. Surprisingly, the car wouldn't move on its own. It took a lot of force to get it going. (I thought i ran over a shovel). I get out and notice nothing weird, so I try again. I ended up moving a few feet before stopping. Even though I disengaged the parking brake, the rear wheels were still locked! I had to pull it back in because it was in the way of the garage (poor engine). Both tires left marks on the floor, but the right one is shorter than the left (maybe it broke free?)
Should I try to adjust the brake via the center console, or take off the drums.?

Release the parking brake, remove the wheels, beat on the drums with a hammer (within reason) see if it frees up. The rear brakes might be frozen. I really wouldn't recommend using the parking brake in the winter.

Is the garage heated or can it drop below freezing.
FIL owned a body shop in upstate New York. On more than one occasion we had customers drop off a car and set the break. The cables get moisture in them and freeze.

Also saw corrosion in the cables lock brakes.

It parked in a garage connected to the interior of the home. It doesn't have a heater, but stays much above 0 degrees celcius. It's weird because its never happened over the past few years when it was parked outside in -15C temperatures. I'm thinking rust may have caused it to jam.
