1990 auto integra issue please help

Icon3 1990 auto integra issue please help

Okay so got this 1990 4door auto integra. The issue is when put into drive the transmission automatically puts it into 3rd so it makes acceleration very slow seeing how it doesn't use 1st or 2nd. (Will not shift out of 3rd while in drive) If I manually start in 2nd it has 2nd gear and I have to manually shift from 2nd to 3rd. Car has no 1st or overdrive. The car used to be a student driver car and when my friend (owner of the car) took it to a shop they told her that the gearing has been changed to make the car accelerate slower for learners. Me being a mechanic call bullshit on that statement because its just way to heavy of a modification to be done on a student vehicle. My question is how is the transmissions shifting controlled (electronically through the ecu or mechanically)?? If computer controlled couldn't I just change the ecu to correct the problem or do I have to change the tranny?

Also the gear selector switch is getting faulty (when put in park it takes a while for the "park" dash light to come on to alow you to take the key out) could this cause this shifting problem? I really want to figure this out so I can fix this problem

Any ideas? Is the trans shifting controled by the ecu or oil pressures?
