Remove the intake manifold and clean out the ports. Don't ask me how, ask Youtube.

I just did that last week because I had a insufficient flow code for the egr. Now I have code 1491. I suppose I will take it apart again next week.

no, you don't want to take off the intake manifold.
take off the EGR assembly which is on the passenger side near the valve cover. it's held on by 2 nuts. spray the nuts with pb blaster first. Clean the EGR valve and port with carb spray/cleaner. also, buy a can of sea foam cleaner.

Last week when I did the o2 sensors and spark plugs I took off the intake and cleaned the chambers and egr valve. I use to have a insufficient flow code but that went away now I have p1491. I ran seafoam through it just a bit ago and the code and hesitation are still there.

Should I take that off and clean it or what?

What if he wants to clean the EGR passages on the intake? Gonna have to remove it in order to do that.

Likely needs a new EGR valve, too. But a thorough cleaning of the EGR system might do it.

Before doing all that work removing the intake, i would take off the iac. Clean, replace it along with the VTEC if you have the EX. Put a whole bottle of Red Line Fuel Injector cleaner in the tank, it's expensive but it's good stuff.
