Wont go over 4000 RPMs in any gear
I have a 2002 Civic EX which at times will not go over 4000 RPMs in any gear. It seems to be the exact same problem previously posted.

I have a similar problem and I have localized it to my VTEC oil pressure switch as being faulty. Check that your oil levels are good and that the filter in the VTEC solenoid switch is clean. To check your oil pressure switch, simply use a multimeter's continuity function to test to see if there is continuity on the terminals of the switch. If there isn't, then it's faulty.
I have a similar problem with P1259 code being thrown. However, the CEL goes on and off and has been doing so since last summer. It never stays on for more than a day or so and sometimes stays off for several days
Twice the VTEC limited the rpms but at other times with the light on I could exceed 4000 rpms
What process should be used? A garage started with replacing to Solenoid. My guess is the OP switch Solenoid filter should be checked before I start replacing other parts

I have been reading posts from multiple sources and yes the problem does exist and has happened with rpms being limited and yes multiple sources say it can be the oil pressure switch or VTEC solenoid filter or the the VTEC Soleniod
And the real issue is the CEL comes and goes and is off more than on???

When the RPM's are limited to 4,000... you're in Limp Mode. There should be a Check Engine Light shown at this point, because there is something significantly wrong with how the ECU is receiving data. I had a Crank Position Sensor get frayed and cause Limp Mode, in the past.
As for your problem, you should still be able to get the car scanned for any stored codes (even if the CEL isn't currently being shown). If you want to try and SeaFoam the car before going through any dealership pricing, its actually a pretty easy process and could potentially clean up any gunk within the VTEC solenoid or any portion of the engine you have concern about.

Well, I got it fixed right first time. Talking to the tech at the garage, I mentioned when the light does come on it is usually right after start up.
He thought that might indicate the oil pressure switch in the VTEC system.
We replaced the switch which he found some oil in which may at times caused an open circuit and trip the CEL intermittently.
So far so good
BTW, the code has been P1259 and known all along VTEC System Malfunction
I think the key to getting the right solution first rather than replacing everything was the CEL when it would come on was usually right at start up
