By any means necessary. Try pulling off the valve cover?

That won't help, the spark plug tubes touch the top of the valve cover. You won't have access to the sides of the cable. Try spraying some wd40 down the center of the spark plug cable tube with a straw). Then get a pair of needle vice grips to twist and loosen the plastic rubber

It was just a suggestion since I've never had to deal with a problem like this. The thought was that even with the boots stuck in the tube you could pull the V/C and get at it from the other side. There's going to be no easy way of doing this. Last time I read of a problem like this the car was overheated to the point that the boots melted to the inside of the valve cover. If that's the case WD-40 is doubtful to work but at this point give it a shot. It's also worthy to mention that the head was warped pretty badly because of the overheating.

Small flat blade screw drive. Stick it in and work it around in a circle. grab some vice grips and jiggle, twist whatever on the end.

Needle nose pliers or vise grips. Twist in a circular motion before you try removing the boot. Dont pinch the boot too tightly because it will just rip farther down. Just enough to get it to turn

That's pretty typical of a neglected and/or over heated head. Try and like above with some penatrant and pull that plastic portion off with some long needle nose pliers. More than likely the boot that goes around the plug will remain. Use a long flat tip screwdriver and/or a coat hanger to remove it. Keep at it, good luck.
