Default Can i hook up a z6 mpfi intake and p28 ecu without vtec?

Okay, so basically I just purchased a 90 ef hatch with a jdm d15b non vtec. I've been reading lots on mini me's and obd1 conversions, but I have a simple question. All the guides I read for mpfi swaps reference the si civic model for intake and ecu. Since I plan on doing a z6 head swap in the future, could I just use a z6 manifold and p28 ecu now for the intake swap, that way when I do the head swap later I won't need to buy a different ecu. I'm pretty sure I can, just no vtec until the head, is on.

My references for information:

You can but you'll need to account for the OBD0 to OBD1 change.

And once you run the p28 without the vtec head you will have a constant cel for the vtec solenoid and vtec pressure switch.
