You should use the search feature. Millions of threads on this already.

H23 crank will not work on your particular block unless its ftom the factory H23a vtec motor.

The 99sh has 55 mm main journal diameter and the h23 has 50mm mains so the answer is no they will not interchange,the 1997 h22a4 and 92-96 h22a1 has a 50mm main if u can find one of those short blocks u can rob the crankshaft , Hope this helps

Lets correct this a little bit

Main Journal Diameter
H22A4 = 55mm
H22A4 = 50mm (1997 Only)
H22A = 50mm
H23A = 55mm
H23A1 = 50mm
F22 = 50mm
F23 = 55mm
F20B = 55mm

like 98vtec said. If you have an h23a crank you will be able too

To summarize: no, that crank will not drop into your existing block; you need the block specifically from a '97 SH - this is the only block that will work for you.
