As one who has personally done this, it took me about 15-20 times to finally get through.. You will need to do the following:
1. You need a CAT, no way around this from my experience
2. ID1000s seem to have a better chance to get through since the fueling is more precisely controled.... I knew a guy that had the older style PTE injectors and he pulled an injector clip and that improved his emissions, but you cant have a engine that sounds like a subaru either so you have to be careful with this technique
3. Have a good tune.... even with my Jeff Evans tune, car was still richer than most N/A hondas so you may want to adjust the tune for the inspection and then return to your old tuned map once you pass
4. Alcohol...... Ethanol is your friend and used just in this scenerio and then burn off the rest of the fuel should cause little issue with the car. my cocktail was drain fuel down past 1/4 tank and add in 1-2 gallons of 100% ethanol.... I worked at a lab so I sourced it easilly... if not, try using E85 and see if that lowers your #'s enough to get through.
DO NOT USE METHANOL.... as this increased my #'s for some reason... im not sure why exactly... but you want to use ethanol and no other isoform of alchol...... IE isopropanol does not work well either.
Hope this helps.... im local as well so feel free to get in contact if you are still having issues.

I passed with no cat (had a heat shield so it looked like one), with my Evan's pump gas tune, no strange gas tricks, 100% pump fuel. No charcol system, and coil on plug. Was hilarious watching them try to hookup the little RPM meter to my coil wires.
Prelude is OBDI..... passed with flying colors on emissions. I think it depends on WHO you actually get that day (at DMV), some people are more **** than others, the dude that worked on my inspection just put "M/F" in a bunch of the columns, basically stating that his equipment malfunctioned while trying to run my car.
"Boost" has nothing to do with the equation. You could have it set at 100psi or 1psi, it doesn't make any difference, your car doesn't go into boost sitting still. Need a load on the engine.
