Default No start - B16A2 - EM1

No start as you can see.

I've got a few ideas as to what the issue could be, but I'm not positive yet.

Timing, maybe? Mechanical was double checked before it was put back together, the Crank pully was never removed from the crank, merely the timing belt removed for the head gasket replacement.
That question thread can be seen here

Opinions?

Basic no-start diagnosis. Test fuel pressure at the filter. Pull plugs, inspect, and verify bright white spark at all four. Does your CEL come on for 3 seconds when you turn the key to ON (II)?

CEL does come on for 3 sec when the key is set to ON

As for Fuel, I don't want to make assumptions, but nothing involving the fuel system was touched and known working before hand; I'll add that to the list of crap to check though.

Plugs were cleaned before re-installation and have less than 10k miles on them and were gapped properly; I'll verify spark while cranking though (I really need a second set of hands, damn)

A second set of hands is always a nice thing to have. This might sound extremely stupid, basic, and 101, but have you verified your firing order is correct?

Indeed, first thing I checked actually; I'll double check it again tonight
