94 civic ex failed smog hc ppm
^^ Emissions sheet will def help out. You're either getting too much fuel or not enough air. Could also b that you just need to reset ignition timing, but yeah, post a pic of the emissions.
its a 94 civic ex. completely stock.. no mods what so ever.. it has around 269k. car runs fine has no problems. just wont pass smog. cap and rotor have roughly 10-15k miles on it. fuel filter and air filter are pretty new couple thousand miles.

Is the smog shop far from your house? Sounds like the cat wasn't hot enough when the test was done, especially because the tech raised rpm's to 911 on an idle test lol. He was probably trying to get it to warm up. Unless that's standard for a Cali test?
Hmm, the cat would've probably been warm by then. I don't think it's ur cat, cuz ur post-cat O2 would've thrown a code saying so. Did you test your pre-cat O2 as Ron suggested?
