Battery is new,but I can swap a battery and see what happens,I'll check if the rubber stopper has fallen out,is there a temporary thing i can do if the rubber stopper is missing?

Just tested out my battery with a battery tester & tested out at 520 CCA,both rubber stopper still intact?Should I scuff up the terminals with a battery scuffer and see what happens?
Still no luck with my problem, bought a new starter also and it didn't help.I notice when I have the key in the ignition on the on position the battery & oil light seem to be dim, what can that be?
